The Province of British Columbia has embarked on a New strategic Housing Plan Focused on four priorities - unlocking more homes faster; - delivering better, more affordable homes; -helping those with the greatest housing need; - creating a housing market for people.
The housing plan is based on standardized designs, quicker permitting and a unique partnership property program making the land component of development more affordable.
As we increase Home construction demand to achieve the Provincial goals we must consider declining trades, resources and how this affects affordability and speed. We must also engage cities and Municipalities in helping deliver solutions in communities across the province.
Modular Housing, a made for BC Industry
Modular BC , a stand-alone non Profit organization working in association with MHABC, Mayors Task Force and the Province could coordinate the implementation of the greater acceptance of modular construction, policy and standardization.
The five-member Mayors Task Force includes Mike Hurley, mayor of Burnaby, Simon Yu, mayor of Prince George, Julius Bloomfield, mayor of Penticton, Leonard Krog, mayor of Nanaimo, and Surinderpal Rathor, mayor of Williams Lake

BC’s factory Modular Industry is a benchmark for affordable, environmentally conscious building in the Province.
Modular provides the opportunity for uncomplicated and immediate impact to housing volumes, expedited permitting, occupancy and reduced infrastructure. with significant environmental and infrastructure benefits.
Not only does Building Modular support the provincial housing targets it makes the building of BC initiative Environmentally Friendly:
Building in a factory reduces emissions from site construction by 43%,
Factory Modular eliminates construction waste by 50 – 70%
BC Modular Factories can produce more affordable homes quickly
This makes this overall Modular program a North American first and by increasing our Industry we increase Jobs, Factory Investment and get homes to British Columbians quickly.
The Mayors Task Force will offer a city perspective acting as a voice for municipalities, support this provincial standardization program by acting as a conduit to Municipalities and help deliver the Factory Modular Standardization program quickly. A group of like minded individuals ensure that Communities across the Province are part of this made in BC Program.
This focused Modular BC steering program, supported by a Mayors Task Force would help the modular industry secure a consistent demand chain through Standardized designs. A Provincial / Municipal program focused on increased support from Factory built Modular Housing in all Provincial and Municipal housing initiatives. It will also be a strong supporter and partner in our alignment with Provincial and federal programs.
Modular BC will continue to expand training and make Modular more inclusive in our trade, indigenous, and general Labour programs. Offering stable well paying opportunities in affordable communities across the province.
A joint effort between the Modular Advocacy group and Building officials of BC Has resulted in a Modular Permitting Check list and a Modular Inspectors Check list. This INFORMATION WILL BE DISTRIBUTED AND COMUNICATED THROUGH WEBINAR SESSIONS TO BOTH BUILDING OFFICIALS AND Industry across the Province.
The program is already in motion and has a strong foundation and Plan. This plan is designed to Move quickly with next level engagement with stakeholders and deliver standardized homes fast.
